The website is in English, and all the following nations have a very high percentage of English speakers: both Canadas, USA, Europe, South Africa, Australia, India and Kenya. Most likely places based on population of English speaking Diplomacy players are USA, Europe, both Canadas and Australia. I'd be more surprised if there were no one living in their own faction.
