14 Mar 10 UTC Autumn, 2010: [Ghana]:That seems to be the case. The landmass is labeled as Ross Ice Shelf on the big map. There also seems to be a lot of glitches in this variant that allow what should be impossible moves. I've found at least two, though they seem to now be fixed.
14 Mar 10 UTC Autumn, 2010: [Brazil]:I thought the movement to RIS was legal as it is a landmass. Similar to convoying an army to Denmark with a fleet in Baltic Sea in the Classic Variant. Denmark looks a "bit" like RIS as it has land and water in the same region.
There are also glitches that deny legal moves.
