He cannot afford to let a fleet in NAO or Irish Sea, so those stay as well
He needs North Sea to prevent France from taking the English Channel, and when he gets it, he needs to keep control of the North Sea, hence Helgoland Bight stays.
Denmark needs to stay as well, hence, only option is to disband Sweden
It will help him for a while

03 Feb 17 UTC Autumn, 1909: What is again the spirit of the game is of course not to attack me. It is to decide that a game has to finish by a given established 'draw' decided very soon in a game. And this whoever is the target. The compliance with the spirit is not determined by the speeches but by the facts, here the buildings and the positionning of each.

Anyway, everybody can play the way he wants. That's also the game to manage with players who do not share your vision. And as stated, I just play my cards.
