Your 17 would be your current cities plus Carthage's, minus Sparta of course. But to earn my trust that army in Dacia must move to Illyria, and the army in Dalmatia must not move further east. This is non-negotiable and you have only this next turn to do so.

Greece, I strongly suggest you do not let Rome take Chersonesus. He will be in your tender underbelly, and Sinope would soon be his as well. Work with me, we can stop him together!
