For example, if the army in Dallas moved to Louisiana in spring and then back to Dallas in autumn, Texas would not capture Louisiana and would not get to build another unit.

Spring, 1999: You can also only build on your home supply centers, which are the ones you start with. And building units takes place right after the autumn turn each year.
