12 Feb 16 UTC Spring, 1901: You have to capture supply centers to get more builds - there's two turns per year (spring and fall), and any neutral or enemy centers you're occupying at the end of the fall become yours. If you have more centers than units, you can build in any of your home centers, but if you have more units than centers at the end of the fall, you have to disband units until they're equal again.
