You not disadvantaged, you have same SC's as most else players on the Board. Of course the advantage goes to those that submit orders - thats not an observation it's a fact. The plain facts are that almost everyone HAS submitted the Orders, so I don't know what is your problem. Man up and play on, don't carp and whinge.
