What that means is irrelevant to you if you do not wish to further play webDiplomacy as it has no meaning in the physical board game. Civil disorder is when a player (in this case Jennifer and Eric) do not submit their moves 2 times in a row. It is just a way of telling everyone else that two players are out. Generally, it gives an unfair advantage to certain players (Everyone except Italy will benefit from England being gone, but only Austria will benefit from Turkey being gone.) My advice is that we each vote 'draw' for the game as certain players now have an unfair advantage. Do this by going to the bottom half of the page, and click 'draw' from below where you would submit orders.
