The two big ones I know of are Realpolitik and jDip. Realpolitik works for Mac and Windows, and for any of you crazy nuts out there using linux/unix OS's, it works on the wine Windows "emulator": http://realpolitik.sourceforge.net/

The second one is jDip, which is pretty much entirely cross-platform. You need to have Java installed on your machine to run it, but in my opinion, jDip is far superior to Realpolitik. I also found that Realpolitik was a little sketchy when using wine to run it, so...: http://jdip.sourceforge.net/
