Autumn, 1999: All orders execute at the end of a phase -- so if you don't have orders, you don't move. The safe thing to do is enter preliminary orders and "save" but don't "ready" while you are negotiating. That way, your default orders are always there in case you don't get back. Once everyone readies, then it will process in advance of the deadline.
