24 Jun 14 UTC Spring, 1994: To All the Honorable Prime Ministers, Presidents, and Monarchs:

I have just read the instructions carefully and the booklet claims that a turn can end immediately if all countries set their orders to "ready". Unfortunately, there is no mechanism to formally increase the speed of the game, but if everyone is on board with this, we can speed up the turns speed quite significantly by being "ready" immediately upon issuing orders instead of just saving them and waiting for 24 hours to pass.
24 Jun 14 UTC Spring, 1994: I am in general in favor of the idea of setting orders to ready. I have a couple orders that are contingent on cables I have sent to players, so I would like to hear from them before I set my orders to ready this time tho.

25 Jun 14 UTC Autumn, 1994: For those playing this game the first time: you gain control over supply bases (which gives you an extra unit) if you have a military unit on that supply base after the Autumn turn (i.e. this turn). If you obtained a supply base last turn and move out of it this turn, you will not gain possession of it.

2) If the Spanish player is out of the game should we not all agree to declare Spain of limits?

26 Jun 14 UTC Autumn, 1994: Spain should be contacted regarding their intent to continue the game, or not. If there is not a way to replace a player, I suppose a tacit agreement could be formed.

26 Jun 14 UTC Autumn, 1994: I don't think we should declare Spain off limits. Nobody can do anything to them this next turn, and if we haven't been able to get him back in the game or replace him by the time somebody can do something about them, we should just consider his territory to be neutral but guarded. I'd rather not drag out the game just because one player left. It'll also help prevent any sore feelings about metagaming if someone breaks any such agreement.

But if the majority feels otherwise, I'll abide by such an agreement.
