Mr. Kissenger, in this version of the game, can we build on any supply center we posses? Or, do we have to build on a supply center within our original borders?

04 Mar 14 UTC Spring, 1999: This move you are making is a Spring move. After this, we'll have an Autumn move. Any Supply Station (the little black dot) you gain you'll get to add a Fleet or Army. The adding of a Fleet or Army is called a Build. We have two moves per year. After each Autumn move is when we see what we possess.
The goal of the game is to gain as many Supply Centers as possible. The trick is, you'll need help from other players in order to gain Supply Centers. So, build a relationship with someone who you need help from.
