11 Dec 13 UTC Autumn, 1999: Because there are 3 phases: Spring-Autumn-Winter(builds). You must be on the supply center when the turn shifts to winter to take it. You just happened to to get Arizona on the Autumn turn so it went straight to winter and it seemed like you got it right away. You were only on Oregon on the Spring-Autumn transition
