Firstly, he's pushing into British and Italian lands, sharing a very long boarder with Germany, hence keeping the suspicions off of him would make sense. I mean, where's he going to go after that without having any major force in his way?

Building an additional fleet in Marseilles with a fleet in the Mid-Atlantic in strike range of Portugal? By saying that he'd draw Spanish forces to me and invade all of Spain's unguarded territories.
