03 Jun 13 UTC Autumn, 1994: yes the only thing i would say is odd to have a 2 sc gap between some starting powers e.g. Russia starts on 5, and some start on 3.
03 Jun 13 UTC Autumn, 1994: The more countries playing - the bigger gap is, you can say. I assume that the game balance is observed, however. In fact, number of supply-centers you start with hardly give you any points.

If there were Iran, R+Ir alliance would be like Juggernaut on classic map.
