I'll take India in 2008, but over the course of that year, I propose that I want to work with FA to take over the Pacific Ocean. Most likely the year will be in jest (I didn't take West Pacific Ocean just now), and we will draw once India is eliminated. But who knows :).

If so, I'd say a scramble is counter-productive. If Ghana actually dropped, he would go CD faster than we could take him over and attacks would just add retreat and build phases which would make it take even longer.

If he does not show, I would say finish off Armenia then everyone just vote draw and enter support hold orders, waiting for Ghana to either vote draw or CD.
