to me, its stupid mmistake on the part of the game designers, and with all the thought and logic that goes into this game, i think its sad to see they made such a blatant mistake
23 Oct 12 UTC Autumn, 2005: [Quebec]:I simply assumed it was an inland waterway which allowed the access. I have used it before playing Russia and had it used against me. In my 150 games, I would say that I've seen it 5-7 times. Not something you normally see but it does exist.
