Also, could we clarify the victory condition? In the Libs v Cons game, we talked about a potential end game where we eliminated Florida but then retreated to a stalemate line. Libs would have more than half the board but only 4 active players while Cons would have all 5 players survive.

I think victory condition is when one side concedes, or both sides agree it is a stalemate. I don't think it's about having your whole team survive, but to win as a team, even if that means one of the players has to sacrifice himself.

The loss of a player was a bigger deal in Fall of the American Empire because that would mean losing the ability to build in that home territory - it matters less though on the Modern map since it is build anywhere. Tactically in that game, we favored letting Quebec get a build over the other Conservative players because he had to build farthest from the front lines, and we wanted to deprive Texas as much as we could since he was right on the front. That dynamic will be lessened a bit in this game, or at least different.
