Constitution
1. Recognition of member states
1a. All nation state members will have an equal vote
1b. All nations state members will be able to provide one proposal per phase
2. Proposal phase
2a. Time frame of the proposal shall occur between the time constrain of 10 to the end of the 8th day.
2b. The support from each member will be tallied on the 7th day.
2c. proposals must state the provinces that a nation wants to acquire and a quick summary of the justification for the proposal.

. support will be in the form, I second the bill from the supporter. E.g. (#2000.0.0 seconder/I second the proposal) – to simplify the game, seconding the proposal may be used by multiple supporters.
2e. Only the three most favourable proposal shall be put to the debating phase.
3. debating phase
3.a debating the proposal will occur one at a time in order of the most supported proposals from the seconding process in section 2.
3b. debates will occur from the 6th day to the 3rd day.
3c. The debate will have the three proposals in favour message first followed but members against the bill.

. Each member can only message one time against all bills. I.e. have all three arguments against each proposal in a single message.
3e. Each member can only message one time in promoting the bill. I.e. the players who introduced the proposal into the debating phase can only make one message in favour for the bill.
3f. Any amendments would be added during a nations rebuttal
4. voting phase
4a. Voting will occur on the 2nd day and votes will be counted up until the 18th hour.
4b. Voting members will be given one message to vote for all proposed bills.
4c. Nations must respond with YES, NO or ABSTAIN. If not then it will be assumed that the vote was an abstain.

. Matters that concern the Occupation of an SC that results in a build, will require an absolute majority
4e. Matters that concern the Occupation of regions without an SC will require a simple majority.
4f. Matters that require the interruption of the game will require 2/3 majority.
Rules of engagement.
1. A declaration of war (SC and non SC) must be made global and the war goal must be stated in the declaration.
2. An invasion of another member state without a declaration is subject to a coalition of other member state invading the offenders land.
3. Allied member must state their alliance upon the outbreak of the war or, when then chose to participate in it.
4. Nations states wanting to remain neutral must declare their neutrality.
5. Nations that have not declare war, alliance or neutrality are not protected by the coalition of section 1.
6. If during the war, a primary or secondary nation has land they did not demand in the war goal and as the ability to remove the opponent’s primary nation, they must end the war.
Rules of Peace treaties.
1. The two primary (the aggressor and defender) nations will be the nations that end the peace treaty. Secondary members must adhere to the peace timing of the primary nations
2. Secondary members are not subjected to the war goal and as such any land they acquire will be deemed as theirs. Primary nations cannot force secondary nations to cede land back to the original owner.
3. If a primary nation does not return land that was not demanded in the war declaration, member states have the right to declare war on the offending nation. With exception to 4.
4. the primary defending nation may cede any region/SC from the opponent equal to the amount of SCs in the war goal.
Role of a neutral nation
To record the initial war goal of the aggressor.
Role of an ally.
Allies can be called into war with exception to defending a call to a nation that has not returned provinces to another nation due to it not being a war goal.
