Start game without all players
Is there a way to have a new game start without all the player slots filled? I have had several games canceled because every slot has not been filled.
Over the upcoming vacation, I would like to start a game, possibly a World Diplomacy variant, for many players, but I can not count on filling every country. Any ideas here?

An article by the late Fred Halliday. It's a quick read, but interesting nonetheless. Recent forum posts made me think of it, although it was written pre-ISIS.

One fascinating takeaway is that terrorism in the past did not refer to non-state actors, but rather referred exclusively to state actors. Naturally, the meaning has evolved, but it's interesting to consider that in light of recent events.

This author seems to miss the obvious US violations when it comes to treatment of civilians or prisoners of war.

I understand that this article was adapted from something written in 2004 or 2005; further, while it's obvious that torture, Gitmo, and Abu Ghraib were/are all terrible, they aren't quite on the same level as mass repression.

I think going further would move beyond the scope of the article, though I do see the obvious benefit to doing so. I think the main reason Halliday brings this up is to point out that terrorism is in great part a reaction to the injustices perpetrated by state actors. Questioning the legitimacy of open war is one way of considering the actions of states, but I think it's slightly off the mark for this article.

What is "open war" supposed to mean? Especially when contrasted with "defence." Wars that are not in self-defense and which lack Security Council authorization have been illegal since the UN was created. You don't seem to be saying anything new, unless you're saying wars should only be fought in secret or something.

Mute in games
When an opponent stabs you, it's annoying, of course - but it's all part of the game, and I always attempt to keep communications open in case something can be salvaged later on.

When an opponent stabs you, and also immediately mutes you in the game.... what the actual fuck?
