GM Note:
You cannot hammer the Mafia Pre-game phase, but you can hammer the day.
If you hammer the day before the Pre-Game phase for Mafia is complete, the vote will be locked in, the day will officially end, and N1 will begin when the Mafia team finish their pre-game phase.
Leave it up to you all to find a nuance I didn't catch on my 10+ re-reads...
