Phase 2 rule:
Players may not friend players that they were in a coalition with during phase 1.

Coalitions available:

The “Unplanned Gamble” Coalition: This coalition does not have a leader, and cannot be created. Phases that include the Unplanned Gamble coalition will have one leaderless coalition that players can join by sending ##Join Unplanned Gamble. Each player in an unplanned gamble coalition where n is even gains 10 points, while players in an unplanned gamble coalition where n is odd gain 0 points.

The “Friend” Coalition: There is no leader in this coalition. To join a coalition, PM the GM ##Friend [player]. If two players friend each other, they both gain 8 points. If a player gives their friendship and it is not reciprocated, they do not gain any points, and their target gains 2 points.

The “Double Gamble” Coalition: This coalition has a normal leader and anyone can join it. Each player in a gamble coalition where n is divisible by 3 gains 12 points, while players in gamble coalition not divisible by 3 gain 0 points

Just to be sure... two players who were in the same coalition last phase cannot be in the same Friend coalition, but they can be together in another type of coalition, am i right?
