You could use anything, exacto knife, laser beams, doesn't have to be scissors. That would be really funny to have a game where the GM assigns the roles to players, but you would need to advertise that bit beforehand

##call GM, how will roles be randed? If it's up for discussion, I would like Dargy to print out all the players and roles, cut them into little strips and put them in two seperate bowls. He will then draw one from each bowl to get what player gets what role.

I have two IMPORTANT responses to this...
First, could I cut the strips into different shapes, each one appropriate to my understanding of the personality of the player? If so... I might try to persuade ND to try this with me. On the other hand, I am not allowed to play with scissors.
Second, if it were up to ME, I would assign roles by saying things like: "Ummm... xorxes should be Bodyguard... and Percy should NOT be Emperor... and Vapor should be anything BUT VT... But ND is too honorable to use my methodology. :-/
