I'm only not allowed to play because the game's setup was "finalized" before the Site Admins' intervened. If you were able to join, than the game's setup would be decidingly not "finalized".

Yes, the player list is finalized at 19 players Chaqa if they allow more players in it is not finalized then. So, it is going to go with 19.
