Possible way to water down mafia if that is what you are looking for:

Make it so that the day kill for the assassin forfeits the night kill that night. Otherwise mafia has a whole lot of KP.

Why no doctor?

Can the bailiff read the notes in the jail?
Can the bailiff communicate in the jail?
...Or is it just a blank QT for the jailed?

Can the bailiff target the same player twice in a row?

Can the judge target himself as one of the two lynch candidates?

After the assassin dies, does mafia still have to assign someone to perform the NK... or does the NK turn into a factional ability at that point?

1. To be different, do you think adding one in would help balance town and mafia to be more closer?
2. Yes, the bailiff will know any note put into the jail cell. They have to clean it up during the day after the jail someone overnight to make it ready for the next occupant.
3. No, the bailiff will not be able to communicate directly with the jailed person.
4. The wall itself will just be a QT/List that the GMs track and send in the PM to the jailed person and any additions sent via PM to the bailiff, that way it is controlled on what people see.
5. Yes, as of now, the Bailiff can target the same person repeatedly, but they cannot target the Judge.
6. Yes, the Judge could target themselves. Remember that the flavor for the Judge's ability will not confirm their identity.
7. The NK becomes factionable once the assassin dies, but someone must perform the kill and a person can only do one action/night.
