It's looking like E.M.C is the liar. It's really easy to fake being the inspector if you know everyone you've infected.

Also I don't think E.M.C ever technically claimed the role. He just said shit like "I've been told Ike has alien D.N.A" and shit like that.
"Moscow does not have alien D.N.A". Maybe the flavor text for alien infection is "giving them D.N.A".
