A Wintergreen is easier to arrange in press than a gunboat. Makes sense to me. You have two builds and two places to build, and with Italy getting aggressive you need a fleet in the Adriatic you can't easily strip from playing with Turkey.The second map is after Autumn 1901. Unfortunately there is a spoiler here, as I didn't think to screenshot the map before builds, so you can see that I made a curious decision.
