Is it possible to set up a game with a specific start date and time? If not available in menu, can a mod do this ?

Make a private game, send out the invites, and as soon as 1 person joins leave it, then wait till whenever you want it to start to rejoin. Or just tell the 7th person not to join till X date. Make sure you have the join time set to long enough to hit your desired start date.

It answers your question. The only way to achieve this is to follow Jmo's steps (other than pausing the game immediately after it starts). Non-live games automatically start when they fill up. Not even mods can change this.

There is, of course, another solution.

Play on vDiplomacy. They give this option.
