Austria-Hungary consequently considers herself henceforward in state of war with Serbia.

Austria has ignored our attempts at peace and has attempted to move their troops into Rumanian homeland, thus being an act of war against Russia and her allies.

This attack by Russia, however, is both unprecedented and a grave betrayal of their commitment to neutrality. With nothing but a rumor, they declared war on Austria, with no concern of whether or not they were correct. It is clear they are more concerned with the image of neutrality than with neutrality itself, as they have set their sights directly on Vienna with a self-described preemptive strike.

After the final territory in Austria the last rebel force retreats and invaded Russian protected Rumania, the original spark of the war, this aggressive group shall be dealt with accordingly.
