11 Dec 19 UTC Spring, 1901: Everyone can delay the game once. It usually happens at the start, when people join a game and then change their mind. If you look at Russia and Turkey right now, they have 0 of 1 delays left.

so it is not possible to miss a turn without using the "excused missed turn"?
12 Dec 19 UTC Spring, 1901: Yes, it's possible. The "excused missed turn" works only once. If you have 0 delays left and miss a turn later in the game, the game will progress to the next phase. Your units will all "hold".
If you miss two turns in a row, I believe your country goes into "civil disorder". You will be removed from the game and a new player can join to take over this country.
