This leaves me with only one option. I will have to throw the game to one player or the other to insure that one of you solos. This threat is the only weapon a player in my position has.

Russia - Please retreat from Munich this round.
Turkey - Please retreat Piedmont this round.

If both of you retreat, we can forget this happened and have our draw.
If one of you retreats and the other doesn’t, I will help the retreating player solo.
If neither of you retreats, I will randomly choose one of you to help solo.

There is no point in any further diplomacy, as I have no reason to trust either of you. So, we’ll just have to see your moves at the end of the year.

29 Jul 19 UTC I'm not bitter. Just rational. I obviously cannot effectively fight both of you at once because of your numerical advantage in units.

However, your alliance with Russia has one weakness: the closer both of you get to 18 units, the easier it is for one of you to break out and solo. Leveraging that weakness in an effort to obtain a draw with our current borders is the only viable path forward for me. At this point, neither you nor Russia know who will be the beneficiary of my assistance, so you both have some incentive to draw. Creating that incentive to draw is the best chance I have. So it's not an emotional decision, it's a tactical decision.

Also consider that I have no way of knowing who has voted to draw. So I cannot favor the person that voted draw. I have to decide who to favor randomly. Once the decision is made, then the person I am assisting will have every incentive to try to solo and no incentive to draw. At that point, I will have no option but to carry out my threat.

So, I would ask Turkey and Russia to carefully consider what happens if they lose the coin flip when making the decision whether to vote draw.
