Building an army signifies to your neighbors that you're not interested in sharing the island but building a fleet leaves you woefully open to any army builds thanks to the circular region placement. I'm not sure I'd envy being there.
22 Apr 19 UTC Spring, 1901: [Warsaw]:The way I see it, one solid alliance there, and you can be set for the rest of the game. Make friends with London, take the other one, then stab London (or don't), and you can play standard Britain strategy. The utter chaos will prevent any resistance south, which would usually be put up by France and would put a run-away Britain into her place, and Russia will not be anyone to contend with for at least a little while.
