Dalmatia, Athens and Sparta are virtually undefended, so that's 17 centers. Considering neither of us are making progress against each other, I'd say Rome is the bigger threat

At this stage its about probability, Persia is not in a position to break your lines effectively, as you are in turn not easily able to break the Persian lines. Rome is steadily making ground in the south and north. Therefore its much more probable that they will go for the solo.
The 3 of us can push Rome back together or we'll lose to the solo.
