15 Apr 18 UTC There is no rule forcing you to cancel or draw, but social custom is that gunboat games are canceled (anonymous without press) are skewed when one or more powers don’t show up in the first year. In this case, six of seven players voted cancel, so it would have been the “right” thing to do. I recommend scrolling down to see the players’ votes and orders during the game.
