Looks like the agreement would have to be between myself and Turkey. If not, Russia is fair game - just throwing it out there

13 Mar 18 UTC Spring, 1902: That's a really bad proposition. It selectively benefits the western countries and limits the east severely. I had already been planning to go after Russia (see my 1st move taking Rum), and would otherwise be absolutely forced to attack Austria in order to get SCs, which would hurt both of us.
