14 Aug 17 UTC [Pacific-Russia]:I didnt understand West Canada. It apparently nmr'ed S'03 and F'03 but did not go into Civil Disorder.
Then it nmr'ed again in A'08, S'09, A'09, S'10 and F'10, but never did fall into CD for substitution!
14 Aug 17 UTC [Pacific-Russia]:@Russia: I wanted to keep you in the game (the less SC's the leader has, the more points others get in sum-of-squares scoring) but I had to take StP because there was a chance West Canada took Yakutsk when I decided not to cover it and I had to guarantee two builds in the case he slid into it. Sorry.
14 Aug 17 UTC [Pacific-Russia]:BTW this sum-of-squares scoring is weird, it is better for the average surviving powers to have the most minor powers in the draw as possible, and even for the big guys the survival of small powers they cannot conquer is good, it is better to draw with lots of little powers than with one medium sized. :-|
