- North Atlantic Ocean, Irish Sea, English Channel are DMZs
- No builds in London or Brest
- No fleet builds in Liverpool
- A division, to be agreed upon, of the six "German" SCs (Belgium, Holland, Denmark, Kiel, Munich, Berlin) that gives us each three, and gives me Belgium
- Rules may be added/amended as agreed upon
- All rules can be violated with prior permission, but a violation without prior permission would be interpreted as a declaration of war

What do you think about this proposal? Do you have any changes you would like to see?
