The game changed dramatically after Germany let me back into Scandinavia. I knew that with both Scandinavia and Anatolia that I could deny you all the draw because I did just that for about seventy years in my previous webDip game. I failed to win that game (the longest recorded in Diplomacy history), but was determined to prove that this strategy could work well offensively. And it did. :-)

I wasn't trying to be duplicitous with anyone, but it seemed to me that it wasn't in the spirit of hidden draw votes to try and hunt down the player(s) who hadn't voted for a draw.
