If I take a neutral center, and now own it, and then move on, is the relevant supply center considered now vacant and unowned? It seems that I won/own it by nature of the previous moves, but now it is vacant. And if I order a build there in a winter turn, is/was it considered 'vacant and unowned'? I.E. ,who gets to build there? The resurrected neutral,or me?
