They got caught behaving like boots and went for a typical racists stereotype to cover up what had actually happened. Not sure that the minor repercussions are entirely out of line here

Minor repercussions is an understatement as Lochte lost all his sponsorships (which he deserved), but Brazilian police are also bad and should feel bad.
08 Sep 16 UTC Autumn, 1906: I think it helps to try to understand the event from Lochte's perspective. Imagine you are a less than bright swimmer. You're partying with your fellow swimmers and drink some alcohol, maybe enough to cause intoxication. You have a designated driver so you imbibe. You need to go to the bathroom so you ask the driver to stop at a gas station. When you get to the bathroom door it is locked. You do what most red blooded men do, you pee outside. As you're peeing, two armed, Portugese speaking men arrive brandishing handguns and demanding money. You're in a foreign country known for violence and murders. You scramble to give the armed Portuguese speaking assailants all the money in your wallet, and you are thankful when they don't take your identification. You get into your vehicle and flee.

Did the swimmer lie about being robbed? Maybe it is not so clear.
