If there are still this many nations whose leaders are active enough to vote for a draw, I suggest they also vote for this proposal. I am sure, given the lack of competing proposals, it can be placed immediately on the floor without objection.

Amendment: War Against Non-Drawing Security Council Powers
Once this proposal has passed (having achieved the favorable votes of an absolute majority of the nations on the Security Council), it supersedes and overrules all other parts of the constitution to the extent that they might be construed to contradict this proposal. Any nation may enter and annex any territory currently administrated by a Security Council power that is not currently voting "Draw." No other territories may be entered or annexed without the consent of the administrating power, nor may any other nation (whether on the Security Council or not) except the Security Council nations that are not voting "Draw" be attacked. At the time this proposal was proposed, the only nations whose territories could be attacked, entered, or annexed are China, the USA, and Frozen-Antarctica. Should one of those nations vote "Draw," it can no longer be attacked, unless it withdraws its "Draw" vote. Should any Security Council nation withdraw its "Draw" vote, it can be attacked, entered, and annexed in accordance with this proposal. Passage through any body of water in order to reach the territories of the Security Power nations that are not voting "Draw" is hereby authorized.
