Autumn, 2011: I only now noted vital fleets are to a win in this scenario. Only 5 centers on the map cannot be accessed by fleets. Just another reason Peru is broken in this variant. I will take the win, but I would be surprised anytime Peru didn't win this map, or at least do very well.
