The Dollar Declaration is now English policy. Main point of The Dollar Declaration is that England is neutral. England is no longer neutral and a declaration of war will be issued TO/WHEN FRANCE -builds a fleet in Brest -maintains a fleet in English/Atlantic sea zones after 1901 GERMANY -builds a fleet in Kiel -has two fleets adjacent to the north sea -maintains a fleet in English/Atlantic sea zones after 1901 RUSSIA -builds a fleet in St. Petersburg (NC) or builds more than two in St. P (SC) -maintains a fleet in Norway -maintains a fleet in English/Atlantic sea zones after 1901 ITALY/AUSTRIA/TURKEY -maintains a fleet in Spain -has more than 5 fleets An English fleet will remain in the English Channel and North Sea untill a declaration of war has been issued.
