The guy comes in, makes some crazy moves and talks up a big game, and then tries to pull off a high risk convoy to Denmark - which fails, so then he scuttles decks. In addition he sours relationships between neighbours because he's leaking information like a sieve. That's a bit BS in my view. It cheapens the game experience.
There needs to be a Game variant called - "no replacement". If someone goes high risk, fails - and then goes CD - bad luck, no replacement Player. It's a reward to the other countries around or near, because in many cases, they forced the Player out by virtue of the pressure they placed on that player.

02 Mar 14 UTC Autumn, 1902: It's to your credit that you got that. Both France and Turkey have had equal opportunity and have done nothing. Turkey has an excuse, but France has no excuse for missing the boat. He preferred to needlessly power up on the border with Germany where I offered him a clear option of peace.
Therefore - I won't agree draw, we play on and every Power can just deal with it.

The argument that France and Turkey both had an opportunity bears relatively little weight in light of 1, the fact that they may not have been positioned to take advantage of Italy leaving (or may have presumed that he only missed one phase), and 2, the fact that yourself, myself and England lacked any such opportunity.

That said, I am not strongly for the draw. I don't think the game is unplayable by any means, although it does annoy me when this happens.
03 Mar 14 UTC Autumn, 1902: Russia - I do agree that it's annoying, don't get me wrong. The unfortunate reality is that probably 50% of the games we all play are affected by at least some level of CD, although perhaps not so crucially early in the Game and as drastically has occurred with Italy.

17 Mar 14 UTC Thanks everyone - this was a pretty poor game with the absences by at least three Powers and critically, Italy very early on. Nevertheless - I enjoyed the Diplomacy that I had with France, Russia, England. Thanks to all players that did their best to make a Game of this crappy situation we had inflicted upon us by our less committed friends.
